My bill would protect Ohio’s seniors, families and small business owners from malicious actors who take advantage of their compassion.”

WASHINGTON – Sen. Jon Husted (R-Ohio) today introduced the Preventing Deep Fake Scams Act. This bipartisan, bicameral bill would address data and identity theft or fraud fueled by artificial intelligence (AI)—commonly known as “deep fake” scams—by establishing a task force on AI in the financial services sector.

 

“Scammers are using deep fakes to impersonate victims’ family members in order to steal their money. As fraudsters continue to scheme, we need to make sure we utilize AI so that we can better protect innocent Americans and prevent these scams from happening in the first place. My bill would protect Ohio’s seniors, families and small business owners from malicious actors who take advantage of their compassion,” said Husted.

 

The Preventing Deep Fake Scams Act would establish a task force to assess how financial institutions can use AI to protect against fraud and identify potential risks associated with abusing AI technology. It would also establish best practices to safeguard consumers from these types of financial crimes. The task force would produce a detailed report of its findings to Congress within one year of the bill’s enactment.

 

Fraudsters stole more than $12.5 billion from consumers in 2024, which is a 25% increase from 2023, according to Federal Trade Commission data. Today’s scammers are using AI technology to create emails, phone calls and text messages to financially exploit Americans by deceiving them into believing a loved one is in danger.

 

Leading this bill adds to Husted’s work to ensure U.S. policy uses AI to solve America’s economic, national security and educational challenges. Husted and Sen. Jacky Rosen (D-Nev.) introduced bipartisan legislation to prohibit the AI platform DeepSeek—which has direct ties to the Chinese Communist Party—from operating onny federal government devices or networks.

 

Husted also introduced a bill to streamline the Code of Federal Regulations by using AI to identify redundant and outdated rules. This legislation was based on the success Ohio has had using an AI tool to simplify state code.

 

AARP provided a letter endorsing the bill.

 

Rep. Brittany Pettersen (D-Colo.) introduced the companion bill to the Preventing Deep Fake Scams Act in the House of Representatives.
