Congressionally Directed Spending, Programmatic Appropriations, and National Defense Authorization Act Request Instructions 

U.S. Senators may submit a limited number of qualified projects within their state to the Senate Appropriations Committee for consideration for Congressionally Directed Spending (CDS). They may also submit broader program funding requests, or Programmatic Appropriations. More information on both of those processes is below.

NOTE: You must create a new Office Application Manager (OAM) account, even if you applied for CDS or Programmatic Appropriations in FY26.

Congressionally Directed Spending (CDS) Requests – FY 2027

CDS is when Congress sets aside specific federal funds in a spending bill for particular local projects or entities. This opportunity is available to nonprofit entities and state and local governments.

Please submit your request for CDS by completing the application form linked below. You may save and return to your application at any time before it is completed.

The submission deadline for FY27 CDS Requests is 11:59 PM (EDT) on March 9, 2026.

Note: Applicants for funding in the FY26 cycle who wish to be reconsidered for funding should submit a new application for FY27. The new application must include updated and current information.

If your organization intends to request funding for more than one project, please complete and submit a separate application for each request. Please rank the priority order of each proposal on behalf of your organization in the appropriate section of the application.

Programmatic Funding Requests – FY 2027

Individuals and organizations seeking FY 2027 federal programmatic funding through the annual appropriations process may submit an application here. Entities are encouraged to complete their applications as soon as possible.

Only fully completed applications will be considered. If you have multiple requests, please submit a new form for each request. Applicants may be asked to submit additional information. Please ensure all information in the form is accurate.

National Defense Authorization Act (NDAA) Requests – FY 2027

Individuals and organizations seeking funding- or policy-related language in the FY 2027 NDAA may submit an application to Senator Husted’s office here. Senator Husted and his team will review these proposals and submit a select number to SASC for consideration.

Entities are encouraged to complete their applications as soon as possible. Only fully completed applications will be considered. If you have multiple requests, please submit a new form for each request. Applicants may be asked to submit additional information. Please ensure all information in the form is accurate. 

The deadline to submit requests to Senator Husted’s office for the FY 2027 National Defense Authorization Act is 11:59 PM (EDT) on March 9, 2025.
